19th January
Works Management requests an update to the schedule in view of the modifications set out in the amendment approved on 21/12/99.

2nd February
Works Management urgently requests new works schedule.

1st March
Works Management issues Order N° 9 setting a compulsory deadline of 15 days for the new works schedule, including updates taking into account the current state of the site and new contractual deadlines.

3rd March
Amendment to contract is signed following the first survey.
Amendment of 20/03/2000, File N° 11, registered at the Revenue Office of Venice, series A. P. N°854.
Updated contract value: Lit. 102,257,806,151 (increase of Lit. 5,177,177,566) including reduction.
Contract deadline: 930 days.
Work to be completed: 29/12/2001 (90 day extension).

15th March
HOLZMANN submits new schedule, binding all work to the completion of the second amendment.

22nd March
Works Management disputes validity of schedule as it does not meet contractual terms, and requests new version of the same.

7th April
HOLZMANN submits a draft project for the second survey of the amendment.
At the request of Works Management, HOLZMANN submits a draft budget.
Works Management expresses concerns over technical shortcomings in the project and calls for a more suitable technical and financial solution.

6th June
HOLZMANN submits a new works schedule and new proposals for the second amendment.
HOLZMANN sustains that the actual start date for work should be 01/07/00, and that approval for the second amendment should coincide with this date.
New date for completion of work (requested by HOLZMANN): 01/12/2002. Schedule does not meet contractual obligations and is rejected by the Authorities.

28th June
Commissioner for Reconstruction approves second survey of amendment: areas not resolved in the first amendment are cleared up and HOLZMANN's amendment to provisional foundation work is accepted at technical level, following the rejection of HOLZMANN's project during the original competition.
Although the project is defined in full, following approval of the two amendments, work continues to lag behind the contractual deadline; while it has been requested several times, a definitive works schedule compatible with contractual obligations has yet to be submitted.
Works Management has repeatedly made urgent requests that HOLZMANN make up for lost time and take action to organise work more efficiently.

14th July
Amendment to contract signed following approval of second survey to amendment, File N° 12, registered at the Revenue Office, Venice.
Updated contract value: Lit. 102,777,425,500 (increase of Lit. 519,619,352).
Contract deadline: 975 days (45 day extension).
Work to be completed: 13/01/2002.

10th August
Request made to view accounting records.
410 days (some 14 months) after work is assigned, Holzmann has not yet reached the first Works Progress Stage.
The estimated value of output to date is a mere Lit. 4,000,000,000.

28th August
Movement of main crane is completed (over 14 months from assignment of work).

20th September
Holzmann enters six reserves in the accounting records. Holzmann requests more time to complete work (it wants the completion date moved to 18th January 2003) and an increase in remuneration as a result.
New date for completion of work (requested by Holzmann): 18/01/2003.
Request made for an amicable settlement for the reserves in accordance with Article 31 bis of Law 109/94 and subsequent amendments.
Work continues at an exceedingly slow pace and it is now certain that the contractual deadline will not be met.

4th October
Ministry of the Interior officially appoints the Mayor of Venice, Paolo Costa, Commissioner for Reconstruction.

October - November
Prefect of Venice and technical experts obtain information on the state of work. Consignments - including accounts - transferred from Prefecture, support offices brought in.

17th November
Ministry of Public Works asked to bring in the Superintendent of Rome to assess the state of work in the light of new information: permission is granted immediately.

30th November
Subcontractors begin work on the foundations.
